If there isn't a place for everything then when one comes across something that needs to be tidied, put away, there's not a place for it so it gets dumped somewhere 'for now'. 'For now' is the road to ruin! Unless it is formalised (a box outside a room)
Anything in your house should either being used right now, or put away. Clothing? Hung up or in a drawer OR in the laundry or in the washing machine. Tools? Either being used *right now*, in their *storage box*/on their *hook*.
You must declutter and downsize until you have enough space for everything; storage is *not really an option*. You must live according to the *space you have now*, not according to your '*ideal life*'. If you don't have enough space to store all your clothes *tidily*, then you MUST downsize your wardrope until you *have enough room*. This can be relatively easy. If you have a surplus as people often do, just ditch anything thats ragged, that you don't really like but hang onto out of guilt of waste. The easiest way to manage a wardrope is only have things you *really really like*.
