I came across this story in my RSS feed. I doubt it even registered much at the time because I don't remember it - France fines Google and Facebook. And it certainly won't have hurt either of these two tech giants much. So, is it significant? Yes, to point out to people amd legislators alike that 'reassurances' mean nothing.
The rule of thumb is:
If it is at all possible for these tech companies to be up to no good, then assume they will be.
